Peter Costanza founded Costanza Insurance Agency in 1991 as a managing general underwriter specializing in tailored insurance programs for security related risks. Recognizing a clear gap in the marketplace for customized solutions within an underserved niche, he leveraged his extensive industry expertise and established carrier relationships to build the company on a foundation of disciplined underwriting and deep program specialization. These principles continue to define our platform today.
Over the past three decades, Costanza has evolved from a single program underwriter into a diversified program administrator with a national footprint. CIA is widely recognized as the premier insurance program for the security industry, currently serving more than 3,000 unique risks throughout the United States and Puerto Rico.
Supported by a stable, tenured team of domain experts, the company has maintained rigorous underwriting standards while successfully adapting to changing market conditions. Today, Costanza is recognized as a leader in designing and managing customized insurance programs within its core specialty, backed by efficient operations, strong carrier relationships, and a relationship-driven distribution model.

Peter Costanza began his insurance career in 1978 at Pacific National Insurance Company, where he underwrote artisan contractors in Los Angeles. This early experience established the foundation for a career built on niche expertise and a keen understanding of complex risk profiles.
In 1983, Peter transitioned to the retail side of the industry, joining John Sargeant Insurance Agency. There, he specialized in independent contractors serving the insurance claims industry including adjusters, TPAs, investigators, attorneys, process servers, and restoration firms. His work with private investigators, many of whom had law enforcement backgrounds, led to a natural expansion into the broader security sector. By 1986, Peter was managing a nationwide portfolio of approximately 1,000 security-related firms, quickly establishing himself as a recognized specialist in this emerging market.
In 1988, he joined NAPSI as National Sales Manager, where he oversaw underwriting and distribution for a nationwide risk purchasing group focused on security firms. Recognizing a significant gap in the marketplace for specialized insurance solutions, Peter founded Costanza Insurance Agency (CIA) in 1991. Since then, he has led the company’s growth into a recognized leader in its niche. His expertise in program design, underwriting discipline, and broker relationship management continues to drive the company’s success today.

Brian Costanza leads the underwriting operations and overall business strategy for the Company’s insurance programs. Having spent more than two decades with the Company, Brian has played a key role in its growth and operational leadership since joining the Company in 2002 as Executive Vice President.
Throughout his career, Brian has specialized in underwriting and managing complex commercial insurance risks. His expertise includes operational management, underwriting analysis for large books of business, regulatory compliance, actuarial pricing evaluation, loss control analysis, and the development of agency and broker relationships nationwide. He has extensive experience working with highly complex risks and administering underwriting guidelines, insurance laws, and rating structures across multiple programs. Brian also oversees the marketing and distribution of insurance products and services through brokerage networks and program administration platforms.
